Tym Rutkowski, Managing Director, Moss Adams

Tym has worked in the telecommunications industry since 2010, in both corporate and consulting settings. He provides regulatory compliance assistance to telecommunications companies throughout the country including wireline incumbent local exchange carriers (ILECs), competitive local exchange carriers (CLECs), and Voice over Internet Protocol (VoIP) providers. Tym specializes in access rate and tariff development, universal service reform analysis, and broadband availability and location reporting.

Lynette Hampton, Senior Manager, Moss Adams

Lynette has been serving the telecommunications industry since 1994. She has an extensive background in telecom regulation and specializes in consulting for small and mid-size rural carriers. Lynette advises clients on the impacts, opportunities, and threats of new regulations and laws. She assists clients to ensure compliance with complex federal and state regulatory reporting requirements. Lynette also keeps clients informed of federal regulatory issues through publication of Moss Adams’ monthly publication, the FCC Report.

Stuart Polikoff, Senior Manager, Moss Adams

Stuart has been serving the telecommunications industry since 1994. He has an extensive background in telecom regulation and public policy and specializes in consulting for small and mid-size rural carriers. Stuart advises clients on the impacts, opportunities, and threats of new regulations and laws; ensures clients’ compliance with complex federal and state regulatory reporting requirements; and represents clients before regulatory agencies and other government entities.

Choua Her, Manager, Moss Adams

Choua has served the telecommunications industry since 2015, with a concentrated focus on state and federal regulations that impact both incumbent and competitive local exchange carriers. She specializes in many of the regulatory compliance requirements including NECA and USAC reporting as well as E-Rate Program processes, ensuring clients adhere to the compulsory guidelines and leverage available funding.
