Rich has more than 15 years of experience in government contracting and corporate compliance including DCAA accounting, DCAA-compliant business systems design and implementation, contract analysis and administration, rate development and analysis, development and management of contracts and compliance organizations, corporate policies and procedures, cost estimating, organizational risk management, and proposal development.

Rich has extensive experience helping contractors with GSA Schedule contracting, including feasibility assessments, strategic pricing analysis, proposal preparation, contract administration, compliance, and DCAA/DCMA audit support.

Sheila Herrera, Partner, Moss Adams

Sheila has practiced public accounting since 2006. She primarily works with government contractors, construction, professional service, and government clients. She provides a wide range of services, including the coordination and execution of all aspects of financial statement audits and FAR indirect cost costs; consolidations of various entities; reviews and compilations; single audit compliance; as well as research, resolution, and implementation of complex accounting issues, including implementation of FASB accounting standards and compliance under the FAR.
